擴(kuò)大內(nèi)陸沿邊開(kāi)放
中國(guó)的對(duì)外開(kāi)放從沿海起步,由東向西漸次推進(jìn)。黨的十八大以來(lái),內(nèi)陸和沿邊地區(qū)開(kāi)放取得長(zhǎng)足發(fā)展,但總體上還是對(duì)外開(kāi)放的洼地。有鑒于此,2013年11月,《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》提出,擴(kuò)大內(nèi)陸沿邊開(kāi)放。其主要內(nèi)容是:抓住全球產(chǎn)業(yè)重新布局機(jī)遇,推動(dòng)內(nèi)陸貿(mào)易、投資、技術(shù)創(chuàng)新協(xié)調(diào)發(fā)展。創(chuàng)新加工貿(mào)易模式,形成有利于推動(dòng)內(nèi)陸產(chǎn)業(yè)集群發(fā)展的體制機(jī)制。支持內(nèi)陸城市增開(kāi)國(guó)際客貨運(yùn)航線,發(fā)展多式聯(lián)運(yùn),形成橫貫東中西、聯(lián)結(jié)南北方的對(duì)外經(jīng)濟(jì)走廊。推動(dòng)內(nèi)陸同沿海沿邊通關(guān)協(xié)作,實(shí)現(xiàn)口岸管理相關(guān)部門(mén)信息互換、監(jiān)管互認(rèn)、執(zhí)法互助。加快沿邊開(kāi)放步伐,允許沿邊重點(diǎn)口岸、邊境城市、經(jīng)濟(jì)合作區(qū)在人員往來(lái)、加工物流、旅游等方面實(shí)行特殊方式和政策。建立開(kāi)發(fā)性金融機(jī)構(gòu),加快同周邊國(guó)家和區(qū)域基礎(chǔ)設(shè)施互聯(lián)互通建設(shè),推進(jìn)絲綢之路經(jīng)濟(jì)帶、海上絲綢之路建設(shè),形成全方位開(kāi)放新格局。擴(kuò)大內(nèi)陸沿邊開(kāi)放是我國(guó)新時(shí)期改革開(kāi)放的重要內(nèi)容,其目標(biāo)是推動(dòng)內(nèi)陸和沿邊地區(qū)從開(kāi)放的洼地變?yōu)殚_(kāi)放的高地,形成陸海內(nèi)外聯(lián)動(dòng)、東西雙向互濟(jì)的開(kāi)放格局,進(jìn)而形成區(qū)域協(xié)調(diào)發(fā)展新格局。
Further opening up China's inland and border regions
China's opening up to the outside world started with its coastal areas and gradually expanded from east to west. Since the 18th CPC National Congress, the inland and border areas have made remarkable progress, but generally they are still lagging behind the eastern and coastal areas. To remedy this, the Decision of the Central Committee of the Communist Party of China on Major Issues Concerning Comprehensively Deepening the Reform, adopted in November 2013, decided to further open up the inland and border areas.
The main contents of the decision include:
– taking advantage of the present opportunity, when world industries are restructuring, to promote coordinated development of trade, investment and technological innovation in inland areas;
– introducing new models for processing trade and creating mechanisms that are conducive to the growth of inland industry clusters;
– supporting inland cities to open more international passenger and freight air routes and develop multi-form through transport, so as to form a "corridor" of foreign trade that traverses eastern, central and western China and links up southern and northern China;
– promoting cooperation in customs clearance between inland areas and coastal and border areas, and realizing exchange of information, mutual recognition of supervision and mutual assistance in law enforcement between port management departments;
– accelerating the pace of opening up in border areas and allowing key local ports, border cities and economic cooperation zones to adopt special measures and policies with regard to personnel exchange, processing and logistics and tourism;
– setting up development-oriented financial institutions, accelerating the construction of infrastructure connecting China with neighboring countries and regions, and working hard to build the Belt and Road, so as to make new ground in pursuing opening up on all fronts.
Opening wider China's inland and border areas is a major part of the country's reform and opening up in the new era. The goal is to open China further through links running eastward and westward, across land and over sea, and promote regional coordinated development.
